Sinn Fein has said the deputy first minister pressed the justice minister to ensure police co-operated with a cross-border inquiry into the crimes of paedophile priest Brendan Smyth.

A spokesman for Martin McGuinness denied he asked the justice minister to consult police about the possibility of prosecuting Cardinal Sean Brady.

It was over his part in the failure to inform police about the abuse in 1975.

Sources told the BBC Mr McGuinness raised the Smyth case on 3 May.

This followed revelations in a BBC This World programme that the cardinal had the names and addresses of children being abused by Smyth, but did not ensure their safety.

The well-placed sources said that at an executive meeting, Mr McGuinness asked asked the justice minister David Ford to formally ask the PSNI about the possibility of prosecution, given the 1967 Act which makes it an offence not to report a crime.

But Sinn Fein said Mr McGuinness did not mention the cardinal but asked Mr Ford to ensure the PSNI cooperated with if there was to be a cross-border inquiry, as called for by Archbishop of Dublin Diarmuid Martin.

Quango inquiry is set to cost £1m

An investigation into the collapse of a Stormont quango will cost the public purse almost £1m and is taking five years to complete.

Auditors PricewaterhouseCooper are conducting a detailed probe into the defunct Northern Ireland Events Company, which was under the control of the Department of Culture, Arts and Leisure.

It began in 2008 and despite MLAs being told it had a two-year outside time limit, its target for completion is April 2013.

To date, it has cost £781,000, but the final bill is estimated at £900,000.

The new information was provided following an Assembly question from Strangford MLA David McNarry.

“This is a disgrace. It has been a blank cheque,” he said.

The company was formed to promote headline-grabbing attractions and used taxpayer funds to attract pop concerts to Stormont and promote sporting events.

But it folded with debts of £1.6m after irregular loans and payments were uncovered in a confidential report.

There was also a break-down in accountability between the Department of Culture Arts and Leisure (DCAL) and the board it appointed to run the organisation.

After liaising with the police, who did not instigate any criminal investigation, DCAL asked the Department of Enterprise, Trade and Investment (DETI) to launch a more exhaustive probe.

It appointed PricewaterhouseCooper as inspectors who, under legislation, can potentially hand over findings to the Director for Public Prosecutions.

MLAs on the Culture, Arts and Leisure Committee were told by civil servants the investigation had an “expected outside time limit” of two years and when they voiced concern over costs were informed no estimate could be provided at that time.

But the target for completion has shifted considerably and at large expense.

Mr McNarry, who sat on the CAL committee at that time, added: “We will have spent a million pounds finding out how we lost a million pounds.

“It is six years since the Events Company went under and this is not near completion and the question is after all that time what will happen?”

The Department of Enterprise said the investigation was proving “significantly more complex” than first thought and as a result it was impacting on its cost and duration.

It said the initial cost projection was forecast “at not less than £250,000″ and added that, where appropriate, it had a duty to investigate alleged wrong-doing.

Two convicted of benefit fraud at Bangor court

Two people were convicted at Bangor Magistrates’ court today for claiming benefits they were not entitled to.

William Lecky (48) of Abbots Walk, Bangor claimed Income Support totalling £4,525 while failing to declare employment. He was given 60 hours community service.

Ciaran Lismore (35) of Clara Way, Belfast was given a conditional discharge for 12 months and ordered to pay court costs of £19 for wrongful encashment of Jobseekers Allowance totalling £265.

Both are also required to repay any outstanding money wrongfully obtained to the Social Security Agency.

O’Dowd opens new nursery school at Bunscoil an tSléibhe Dhuibh

Education Minister, John O’Dowd has officially opened new nursery accommodation at Bunscoil an tSléibhe Dhuibh in west Belfast.

During the visit to the school on the Ballymurphy Road, the Minister met with pupils, staff, parents and members of the local community.  He also planted a tree in memory of Patsy Jack, a Nursery Assistant at the school who died in 2009.

The Minister said:  “It has been a pleasure to visit Bunscoil an tSléibhe Dhuibh today and I welcome the opportunity to officially open their new nursery accommodation.  I believe that early intervention benefits the educational outcomes of our children.  That is why, earlier this week, I announced that an additional £13.1million will be available over the next three years, to be invested in early years education.”

Continuing the Minister said: “This is an exciting time for Bunscoil an tSléibhe Dhuibh.  The Irish language is an integral part of our rich and shared heritage and I value the benefits that Irish-medium education offers the children and the community as a whole.”

Concluding, the Minister thanked everyone for the warm welcome extended to him.  He said:  “I would like to commend acting Principal, Róisìn Ní Ghadhra, and all the teachers and staff for their continuing hard work and wish all the pupils every success in the future.”

Farry acknowledges success of Further Education Colleges

Employment and Learning Minister Dr Stephen Farry today acknowledged the number of key awards and accolades recently won by further education colleges in Northern Ireland.

Speaking at a celebratory event in the Long Gallery, Parliament Buildings the Minister said: “Today is a celebration of the many regional, national and international awards and accolades, which the further education sector has secured for its economic development activities, in the face of very stiff competition.

“Further Education Means Business, my Department’s strategy for the sector articulates that further education should be at the heart of lifelong learning, in order to strengthen economic development, enhance social inclusion, and advance the individual’s skills and learning. The variety and extent of the awards indicates the breadth and quality of provision being delivered by the six further education colleges, across Northern Ireland and firmly aligns with the strategy.”

Notable awards included:

  • Belfast Metropolitan College achieving a Mark of Excellence in the European Foundation for Quality Management
  • Northern Regional College securing the UTV Business Eye Award for its partnership with Ryobi Aluminium castings
  • South Eastern Regional College wining a Green Gown Award, in recognition of the college’s Environmental Skills Centre

Rural projects helping to revitalise local economy O Neill

Rural businesses are playing a major part in maintaining the social fabric of our rural communities and revitalising local economies, Minister for Agriculture and Rural Development Michelle O’Neill has said.

Speaking during a visit to the Balmoral Show, the Minister revealed that more than 380 projects have been supported by the NI Rural Development Programme (NIRDP) creating new business and new employment opportunities in rural areas.

The Minister said: “The NI Rural Development Programme is revitalising our local economy with financial support, encouraging and inspiring new projects. The Balmoral Show has been an excellent opportunity to showcase many of these successful businesses which demonstrate what can be achieved through the Programme.

“Over £41million has been committed to 1,100 projects under Axis 3, £12.5million to projects under the Processing and Marketing Grant Scheme and over £10million paid out to help farmers to help farmers modernising their farms, and it is clear to see at Balmoral the tangible benefits of what funding can achieve.”

The Minister added: “I announced a re-focus of Axis 3 in December and the strategic projects that emerge from this will give the rural north a real boost over the coming months and see the vital investment needed in our rural areas.”

Upwards on 20 businesses from across the north featured on the DARD exhibition in the Balmoral Hall during the three-day show.

Foster congratulates agri-food sector on success

Enterprise Minister Arlene Foster has congratulated the agri-food sector on its economic success at the Balmoral Show’s Ulster Bank lunch.

During her address to an audience of industry leaders, the Minister acknowledged the difficult economic climate and emphasised the importance of setting challenging targets for growth.

Arlene Foster said: “The agri-food sector is one of the most important sectors within the local economy. It is the largest contributor to sales, external sales and employment in the Northern Ireland manufacturing sector.

“Due to its strong focus on exports, the sector has demonstrated a strong track record of growth even through the global recession. That is why growing exports is a key priority in both the Programme for Government and the Economic Strategy.

“In fact, the Economic Strategy identifies the agri-food industry as one of our priority sectors and it contains a key commitment to develop an agri-food strategy and action plan to drive export-led growth. The recently established Agri Food Strategy Board will also be working to develop a longer term vision for the sector.”

Turning to the employment opportunities that exist within the sector, the Minister continued: “Inputs to the food and drinks sector are mainly sourced from local agriculture and as a result the multiplier impacts of growth in this sector are considerable. For every job created in the food and drinks sector, a further three jobs are created in the wider regional economy.

“Skilled workers are important and I know that some of the businesses here today have availed of support through Invest Northern Ireland’s Jobs Fund which was set up to stimulate job creation in response to the challenges of the global economic downturn. Since the fund began we have already supported over 330 new jobs in the agri-food sector.”

The Minister concluded: “Businesses that can compete successfully on the world stage can contribute immensely to the local economy, and Invest Northern Ireland are helping agri-food companies to focus on the markets that offer greatest potential.”

Dunadry man previously convicted given absolute discharge for septic tank offence

Aidan Harkin of 75 Dunadry Road, Dunadry, was given an absolute discharge at Ballymena Magistrates Court today plus £28 court costs for making polluting discharges to the Sixmilewater.

On 28 June 2010 and 10 January 2011, Water Quality Inspectors, acting on behalf of the Northern Ireland Environment Agency observed the Sixmilewater to be grey in colour with extensive fungal growth and foul smell. The source of the discharge was traced to premises owned by Mr Harkin.

On 1 September 2010 Mr Harkin was issued with an Article 12 Enforcement Notice stating that ‘the effluent from 75 Dunadry Road, Dunadry was in breach of the consent limits set, which is in contravention of Article 7 of the Water (Northern Ireland) Order 1999’.

The discharge was caused by an inadequate septic tank system serving the property which resulted in a discharge of effluent reaching the waterway. The Inspector estimated the run off to be approximately 10 litres per minute, the waterway upstream was found to be clean.

A sample taken at the time of the incident confirmed that the discharge contained poisonous, noxious, or polluting matter which would have been potentially harmful to fish life in the receiving watercourse. Downstream the anglers of the Sixmilewater system were affected.

Roads Service reports on £5.8million schemes in Omagh

Transport Minister Danny Kennedy has congratulated Roads Service and its contractors for the successful completion of a record number of road resurfacing schemes in 2011/2012 which accounted for £5.8million expenditure in Omagh.

Speaking ahead of this evening’s meeting between Roads Service and Omagh District Council, the Minister said: “Last year’s budget for structural maintenance and local transport and safety measures allowed a good range of such schemes to be successfully delivered by Roads Service.

“Roads Service’s budgets for road maintenance and improvement schemes are greatly reduced this year, in line with the four year budget agreed by the Executive. However, Roads Service is using its available resources effectively and continuing to deliver quality public services.”

The Minister welcomed the Executive’s agreement on the 14 February 2012 to take forward two sections of the A5 dual carriageway between Londonderry and Strabane and Omagh and Ballygawley. He said: “Construction work will start later this year, subject to the outcome of the public enquiries held last year.”

Mr Kennedy also commended the successful completion of the £1.8million widening scheme on the A32 at Drumskinney and the good progress being made on the £7.3million realignment scheme on the A32 at Shannaragh.

He said: “Roads Service’s proposed programme for the year ahead will see a further roll out of the Safer Routes to School Programme to include St Conor’s Primary School in Omagh, Omagh County Primary School and St Lawrence’s Primary School in Fintona.”

Speaking at the meeting, Divisional Roads Manager Pat Doherty welcomed last year’s record expenditure on structural maintenance which allowed Roads Service to deliver many much needed projects. Over 42 kilometres of resurfacing was completed in the Council area including the A5 Curr Road, several sections of the A32 and a substantial length of urban roads, particularly within Omagh and Dromore.

Road improvement schemes delivered last year included, the provision of a pedestrian footbridge on the U3016 Irishtown Road at King James Bridge, a double right turning lane and associated parking area on the A505 Barony Road at Creggan Crossroads, a left turning lane at the junction of the Hospital Road and Swinging Bars Roundabout, the provision of the first Puffin Controlled Crossing in this area at Kevlin Road, Omagh and the major refurbishment of Strule Bridge, Omagh.

Martina Anderson is to replace Bairbre de Brun in the European Parliament, Sinn Fein has confirmed.

She was the only candidate to succeed Ms de Brun, who is stepping down as an MEP for personal reasons.

Ms Anderson said: “Bairbre is a friend and leader and has left big shoes for me to fill.

“She is a household name, she made a valuable contribution to our struggle and will do so again – and she will be a hard act to follow.”

The move means Sinn Fein will have to replace Ms Anderson in the assembly and find a new junior minister for the Office of the First and Deputy First Minister.
